Instructions
Preheat oven to 325. Line a baking sheet with parchment paper.
Mix egg whites, cream of tartar, and salt until foamy.
Increase speed to high and slowly add sugar.
Mix until soft peaks form. Add the vanilla. Mix until stiff peaks form.
Sift the cocoa powder and cornstarch. Fold in the cocoa powder and cornstarch.
Gently fold in the melted chocolate.
Fold in the chocolate chips.
Pipe onto the prepared cookie sheet.
Bake for 12-14 minutes. They will set as they cool.
